What is a MUNICIPAL CONFERENCE?
It is an event held by the Executive branch of the municipality that aims to promote debates on the demands and needs of vulnerable groups. This debate is carried out by representatives of public authorities and civil society (the community, CSOs, universities and other segments involved), who organize themselves around issue areas and produce a report that brings together and summarizes the main points raised.
The Municipal Conference of Migrant Populations was proposed so that these people, through their movements and collectives, have a space to present their realities and debate their demands with representatives of Belo Horizonte's City Hall. Currently, the city concentrates the largest number of immigrants in Minas Gerais.
This event is being organized by a joint committee (SMASAC Ordinance No. 133/2023), composed of representatives from municipal departments and civil society (including collectives, institutions, and universities), to ensure broad and representative participation of social segments and entities interested in and committed to promoting citizenship and human rights of Migrants, Refugees and Stateless Persons in the municipality of Belo Horizonte.

What are FREE CONFERENCES?
These are meetings called and organized by civil society itself to prepare the public on the theme of the Conference. At these meetings, the Conference on Migrant Populations should be presented with a view to ensuring the participation of citizens and of the service network, who know the reality of the municipality in practice. They do not need to be called by city hall.
How is A MUNICIPAL CONFERENCE CALLED?
Every public event needs to be officially documented, so the call is made by the President of the Municipal Council together with the Mayor by means of a Decree. The official document convening the Municipal Conference must be publicized in the local media and in official means of publication.
Free Conferences can be organized and convened by any individuals, groups, collectives, etc. The proposals drawn up at the free conferences must be submitted to the Conference following the standard template for documents and proposals.
